I'd add an extra couple pixels in size to the village dot or reduce the emboss around the edge, its kinda hard to differentiate the different tribes/colors as you mostly only see the black outline.

It's been quite a while since I've really played in PS for TW. I was trying to remember what I use to do. Guess I went 1 pixel too small for the villages then. Although I feel once that was fixed, the border would be the proper size anyway. I could probably remove the drop shadow as well. Oh well, maybe next time.
