Make troops that are under decommission unusable.

As it is now troops that are sent to decommission are not locked, but if you are sending troops to farms or scavenging these troops will be sent as well. This cancel decommission process.
Can that be changed so troops that are under the decommissioning process can't be sent away, so decommission is not canceled.
