Regardless, it is physically impossible for your villages to be "MAXED OUT ON DEF" If you "BARELY HAVE ANY TROOPS"

His farms were probably not at level 30 out so technically he could have been maxed out by having as many troops as the farm space allowed on a level 20 farm!!
