Add Option to Allow Account Sitter to Decommission Units

Account sitters with full permissions cannot decommission units. This is especially a problem during attack breaks, as attacks cannot be launched on any villages to destroy unneeded troops.

I propose an option to allow the account sitter to decommission units.

I'm not sure this is sensible.

Decommissioning troops can easily be missed by account owners and this could lead to sitters taking advantage.

If the suggestion is built around attack breaks, then those are only 5 days a year - 360 days a year the risk far outweighs the benefits.
