AM Construction template build pre-requisites

If in construction template we place 20 Smithy levels and then academy after all Smithy is queued template is claimed as completed. And then it has to wait until all smithy is done and to be set again to build Academy.
Is it possible to set Academy to check if the previous building is Smithy lvl 20 and then to keep template active until Academy is queued?
