Are there a script that can make me decide what kind of flags I am going to buy? if no, than is it possible to make one or is it illegal?

When you buy flags, you can NOT actually choose what kind of flags you buy. The game selects them randomly for you.



You can keep buying flags until you get the amount of flags you want or you find the flag you need, you can do that, but you can not choose the flags you buy.

So there can't be any such script, since it can't be done technically. The legality of such a script is another matter but since it's not technically doable, it is worthless to talk about if the script would be legal or not.

the problem is the fact that the game choose randomly, makes buying flags pointless. Why the heck will I use PP to buy flags that I might never use.
