Essentially yes.
Starrk's released form is not all that much stronger than his unreleased form.
Same with Hallibel and Barragan.

But Yammy's power increases massively.

lolz i reckon ulquoirras the strongest. hes just crazy, he can go to second recurrecion unlike the rest of the espada. he only lost cause ichigo went full hollow on him....
