Building time formulas

Hi,
I am wondering if the formulas for calculating how long it takes to construct a building are public (I know they used to be). I see the basic building time and the other info on twstats but I can't seem to find the current formulas (if there are also for troops too, it would be nice to know how long it takes for a nuke for ezample). If I do find them I ll try to make a simple webapp for this.

this is a script for troops, only downside is that its in hungarian.
