Can I swap from More Population flag after maxing out troops?

I have a flag giving 6% more population. If I will recruit max amount of troops, will I be able to switch flag to any other? If yes, will I keep my troops which are over farm limit?
Maybe it's a dumb question, newbie here.

You cannot change the flag then.

You will be able to update your flag to a higher tier, or a lower flag for as long as the population would fit. If the population would exceed the max with the new flag (or no flag at all), then it will not be possible to change.

I some times Just do it in steps start with a lower Population flag and move to higher as I go . Also during battles as soon as you lose
Some of those troops then you can use a Defender flag .
