You can use it at any time on your village. It is effectively equivalent to a flag, in the sense that if you had a recruitment or a population flag equipped, and you finished an upgrade on your stables or farm whilst that flag was equipped, your recruitment speed or max farm capacity, respectively, would scale with the upgraded building.

Lilghost explained it perfectly. To simplify it though.

You can activate it no matter what level your your buildings are. They will keep growing at 10% (I think thats the bonus) With each upgrade. So no matter if you activate it with farm level 24, by the time you get to farm level 30 its still 10% of level 30. So better off activating early and not waiting to get to level 30 before using it in my opinion.

If someone uses the item and u noble the village do you get the benefit?

Yes

The effects of these are 9n the village & not on player.When village changes hands the effect of these items remain with village.

Effect remains even if the village barbs and then someone nobles it.
