It does work, in mysterious ways. This is what the item's description says: Instantly upgrades your Academy by one level at no cost. Your village must not have any upgrades for the Academy queued.
So, it will upgrade your Academy by one level, instantly and at no cost. On worlds with multi level academies it will upgrade an existing Academy with one level (if possible). If it's not possible to upgrade an existing Academy with one level, or it's a world with no levels for Academy, it will still give you one level of an Academy - simply by giving you that one level in any village that has all requirements for building an Academy but doesn't have one yet.
In short, on worlds without multi level academies, the item will build an Academy, instantly and for free in a village that doesn't already have one (provided all requirements for construction it is met).
So, it will upgrade your Academy by one level, instantly and at no cost. On worlds with multi level academies it will upgrade an existing Academy with one level (if possible). If it's not possible to upgrade an existing Academy with one level, or it's a world with no levels for Academy, it will still give you one level of an Academy - simply by giving you that one level in any village that has all requirements for building an Academy but doesn't have one yet.
