So I don't have to noble more villages, demoralize the enemy, torturing e-citizens by leaving them with 30 villages worth under 1000 points.

We don't need an excuse to declare war. I was merely relaying to Morgana why I personally didn't believe her post. If the guy claims KT is in the war and assaults Vigil under the alliance banner, and KT continues to house him, KT is then in the alliance by association. It's simple really.
