I think the timer should be made a little smaller and shifted to under the announcement where it says "W53 will open on 2nd of November".

Is it having infantry upgrades or cavalry upgrades like spear to level 2 etc??

yes 15 techs i believe is where you can upgrade the tech to lvl 3 and you have 15 techs per village. I may be wrong on that though.

I have account on w51 and w52... can I still join w53? or should I delete w52?

That rule only existed back when they opened 2 worlds a day or two apart so that people couldnt join both. You should be fine.
