It would be nice if we could downgrade them. I let someone play my account on 98 and I had thousands upon thousands of flags, around 15k, and he's turned them thousands into 30. What's the use of 2 recruit flags when you got hundreds of villages?
I think this would be a nice option that doesn't harm the game, could even pay PP for it (500 to reset all flags? Same as changing username). There have often been times I've went to click a flag and accidentally clicked the little arrow and upgraded it.
tl;dr - I want the ability to reset all upgrades flags back to grey flags for PP. It harms no one as far as I see
