Would like a new set of conditions in the Dynamic Groups area.

Currently there is no way to determine whether a building (i.e Barracks, HQ, Smithy etc) is currently producing anything.

A simple example of what it could look like:

- Production -> {dropdown with buildings that can have items queued} -> {dropdown with boolean - Active/Inactive}

I think a setting like this should be fairly straight forward thing to add and would aid with management of particually larger accounts. A group configured like this along with a map icon could make for a easy way to make sure villages are always building/recruiting.
 
I don't really know how feasible this will be from a technical perspective, as dynamic groups have become quite complicated.

I'm however willing to open it up for voting and let the devs decide on a later stage.

There has been quite a few updates adding new dynamic group filters lately, and every single one of them has had bugs that rendered the new filters more or less useless or changed the behavior of existing filters in unforeseen ways. This has taken several months to get ironed out to a point were the bugs that remain at least have pretty easy workarounds.
I don't have any technical knowledge but it seems clear that getting any change to dynamic groups right without any unforeseen censequesnees, is a nontrivial task.

The use case you describe is very narrow considering that there is a filter that checks if a village has active recruitment by the AM, so getting a group to tell you if everything is recruiting is already an easy task. Another easy option is to simply but rec AM on all your off and def villages respectively daily and letting the AM figure out which villages have empty farm space.
There definitely is some limited use cases for a filter like this, but since there are already several easy ways to manage recruitment, it isn't in my opinion worth risking introducing new bugs to the existing dynamic group filters that has finally gotten to a point were they mostly behave as expected.
