because the other tribe may not want an NAP. If the other tribe doesn't put the NAP up, then...well, you can think of the rest.
If they were to ask and the other tribe say no, then it wouldn't be much of a...nasty surprise...

I think I'm thinking too much in terms of speed, where tribes who look for NAP's tend to have rude awakenings.
