It doesn't exist. W103 was the last one that had one - they've been too inactive to bother. Just use the regular world forum instead - as long as it's not pure spam it'll be left alone.

its not really ideal for small talk with people who actually play the same world as you. some people there dont even play tw at all haha

You could just create an off-topic post for small talk in the world forum, I suppose. 'Cause having dedicated subforums for it, when they often contain none or just one topic, it just clutters the forum.
