What is "tiny"?

It looks like a level 6 wall and bad luck, or a level 8 wall and average luck is enough to kill them all

Formerly live player turned gray, upped wall to spite people, perhaps cleared by you or someone else... doubt it's a glitch.. a common occurrence. Need more information though.

Only level 20 wall, all the defensive power comes from HC

Like it was already said, it looks as if it was a player turned grey. Probably a level 8 wall for the quests. Personally, I would suggest sending 10-20 scouts to investigate.

Only level 20 wall, all the defensive power comes from HC

Oh right, forgot this was a tech world. I rarely see those nowadays. Yeah...probably better off researching level 2 scouts.
