would be fair that 2/3 of the voters....if a player does not vote pro or against the half price nobles means that he is not intrested of the result or maybe he is is innactive since he had 5 days to vote and didn`t do it...

would be not fair for players that are not intrested or innactive to take a decision by not participating ...since they really do not care about the results!
