Rejected Haul capacity flag should be buffed

Haul flag base value should be doubled to become competitive with other flags, so at grey flag level, it should be 4%, and at black flag level, it should be 20%. This would also open up another interesting use for flag boosters.

Right now I don't see much point of running even high level haul flags.

This was suggested before and rejected. From balancing perspective, we do not currently intend to revisit flags.
