In previous quest system, Instant Warehouse reward is acquired building Wood 4 & Clay 4, which is the same in the new system.
Main difference is that in the old system, this quest was the end of a quest tree which allowed you to save it until needed.
Now, its instead in the middle of the quest tree, so you have to complete it to access further quests.
Ideally, it would be better to make this quest be accessed when HQ 5 is built, which is how it worked in the old system and then have no further quests after it, this would also mean that building warehouse 2 & farm 2 would instead unlock Wood 5, Clay 5 & Iron 3 and afterwards continue down the quest tree until completion. Completing the quest is still needed to finish the quest tree and access the Privilege item.
Another solution would be to make instant warehouse a unique item in inventory which is aquired only through completing the quest.
I'll include the current Construction Quest Tree and also the old Quest Tree.
