The scouts do do that, but with the weapon you can save a tech level to put into something else. I've already thought of that being the only benefit as it is what I have as well...

By that point people who got it will have other weapons to choose from. It could be worse, I got the morning star. Oh boy, my rams are stronger Now my workshop can spend even less time actually doing something.

At first you don't know what to think of this, but after a long and thorough investigation you find out that it will be quite useful:

Increases the damage of your catapults during an attack by 100% and the fighting power in the defense tenfold.

You can equip your paladin with this item in your weapon chamber.

I may be mistaken, as I am not extremely experienced with tech levl worlds, but in some other worlds that you can see troops out of the village, a certain number of scouts need to survive to get that report.

Maybe that is different here, but that would also help you if it is true. Like is you lose half your scouts but still get that report, it could work.
