I do believe that it only works if you build them up to 30/30/30, not if you "Acquire" them..

As Lykaon mentioned, it's a mine being raised to level 30 that triggers the check to see if the quest is completed as best as I can tell.

That should definitely work, I wouldn't consider it to be a good usage of resources or time though. That level 30 mine costs more than the quest reward.
