Question on tribe size

Hello all. I am an old returning player from W17, so just trying to get back up to speed. I'm sure I remember that a tribe can only contain up to 20 members ... is this correct or is my memory faulty ?!
Sorry if this is posted somewhere - I had a quick look but couldn't find it.

Back in the days, tribes were much bigger (like 100 members). Even W90/W94 had 50 tribe limit or more.
But the community got smaller, worlds got smaller. To make worlds actually play out a war, JawJaw had to reduce tribe sizes so everyone doesn't just merge togheter for a win.
