Well, depending on what you consider elite....
If you have 500k points (as a tribe) and a massive army, in most cases you would be considered a "low tribe".
However, a face-off against a 1 mil. point tribe with a minimal army, most likely the 500k point tribe would win.
In that case, I would consider them "elite".
