i would rate no tribe at 20/20 on w33, as 20/20 implies that you are the best you could possibly be, if the tribe rating was based purely on size then to get 20/20 you would have to own every non barbarian village which sadly EvoKe dont, and if you are basing it on skills then, despite what some might think, no tribe is unbeatable, so no tribe can be 20/20. In my opinion EvoKe would score more like a 15 or 16 out of 20.
