In scavenging reports, there's a link to "Scavenge again with the same troops".
This takes the player to the scavenging screen, with troop inputs filled in. But clicking the "start" buttons fails to send the filled in troops.
Steps to reproduce:
1) Open a scavenging report.
2) Click "Scavenge again with the same troops"
3) Observe that the troops are filled in.
4) Click one of the "Start" buttons.
5) Observe the error message: "The scavenging party has to consist of at least 10 villagers"
Probably the CandidateSquad's troops aren't set.
