You aren't even at 70% player own villages, only 65%, so you don't meet the most important req, unless you have an ally that will vote with you and that would push you to 70%.

As someone who plays the world, the actual % of player villages is almost irrelevent, because XXXX have the only actives left in the world, and even half of us barely log in anymore.

I agree we are not quite at end phase yet but we now have only 188 members with villages so qualify for 1/5th priced nobles. I raised a ticket a week ago about this but was told we would have to wait until the world was reviewed so if anyone reading this can accelerate that then please do!
