I know at tech level 2 on other worlds i needed 70% of my scouts to survive to see buildings - is this the same on this world with no tech levels?

yep seeing building come with simply researching scouts.
I could be wrong about this one but i think in order to see troops OUTSIDE the village you need the pally weapon for scouts on this world.
