All of the regular game rules apply to the speed server. However, due to the high speed of these rounds, some of the rules are adjusted to accommodate for this:
Rule 1 (One account per player):
In the speed server, this rule has been extended to include that only 1 account is permitted per computer.
Sidding is completely forbidden.
Rule 2 & 3 (Connection sharing and Account sitting):
If you are sharing an internet connection with another player, this must be set immediately in "Internet Sharing" when the connection sharing begins. All players sharing an internet connection must do this.
Players sharing an internet connection are forbidden to interact or co-ordinate in any way for the duration of the connection sharing (or account sitting) and for a period of 1 hour after the connection sharing or account sitting has ended (the normal game rules state 24 hours).
With the exception of the adjustments listed above, all other elements of rules 1, 2 and 3 and the other game rules apply to the speed server.
If you are unsure on the rules, you should submit a support ticket and ask.
