if someone has lvl 3 research on hc in there village and they support someone it becomes lvl1 in there village

does incoming support from theres become lvl 3 in mine

if i understand your question correctly, the supported villages tech counts. so if you have tech 2 in your village, troops in that village will fight with tech 2, no matter what the tech in the origin village is
