You can always send out a CM to them inviting them to talk on the externals. If they still don't come, you can always tell them that PnF has become more popular than anyone in their tribe (that's true, isn't it?). Else you can always say MW has sworn a new e-blood oath that their tribe will be nobled out.

Another idea is to lure them by making a new, fun topic to talk on.
