That much has been obvious from the beginning. Those who do not want to use a chart to plan their moves (buildings and/or units) are free to not use the chart. Simply ignore it. Those that want to use it are welcome to use it. There are two sides to every argument, people opposed to the idea of planning or using this chart have already stepped up for their side. Good for you, I'm offering this option to the players who do want to use it.
On that note, Version 1.25 has been released, which fixes the Siege building times to accurately reflect the current Workshop level.
