Until 3.9. 0:04, the target can only attack or be attacked, if the relation of points

Anybody know what this is about?
I was farming around my ville, and suddenly this popped up one day...

Until 3.9. 0:04, the target can only attack or be attacked, if the relation of points between attacker and defender is no more than 20.
 
looool!!! just looked you up, you are a noob, might aswell quit now mate :/ world is pretty much over
 
To answer your question

it means you cannot attack that player because that player is new

new players have a time period to build up before being attacked

it also shows when a big player tries to attack a minnow as if you are 20 times greater than the other player you cannot attack that player
