The idea is simply this: each world has 3 stages: the beginning before the win conditions open, the middle when win condition is open and registration hasn't closed, and the end after registration has closed. Make some game settings variable depending on what stage the game is in. This way you can implement things in stage 1 to help newbies, without making endgame play lopsided.
Or you could do things like, disallow tribe changes in stage 3.
