Vilages before opening world

the world is not yet open but there are 2 villages.... how can it be? bug?

Staff play the world to make sure there are no bugs etc.

I doubt theres 7 staffs I only recognize 3 of them.

It is probably something to do with pre-registration. My only guess cause more keep popping up over the last few min
