Can you please explain in detail, with examples how this -30 to +30 ms fluctuation works and why it has been introduced?
This randomizer works like this. Let's say you want to send a command to land at 22/02/2025 08:00:00:000. The randomizer will randomly add or remove X amount of milliseconds on the landing time of that command where X is anywhere in the range of -30 milliseconds up to +30 milliseconds. That means that sometimes the randomizer could add 10 milliseconds, another time remove 20 milliseconds, etc.
So your command, will land at max 30 ms earlier, or 30 ms later than what you expected it to land.
How will this affect trains?
Trains will still retain their 50 ms gap. However, the first command of the train will be affected by the randomizer mechanism as explained above. The other commands will still land with a gap of 50 milliseconds though.
This capability has been part of the game, and as far as I know has been used in other servers too. It's a good way to add some more engagement and strategical thinking into the game.
