W31 barbs

I always look for +6k barbs when moving to another area, I go for around 9k barbs in new areas.

Only, there aren't many 9k barbs about on world 31

HALO and *SOG* as well as old inactives that went barb leave a couple laying around.

Makes sense to me. 12K villages, all of mine. Who needs troops making the place look untidy?
