Wth are you talking about, from the help page You need lvl 5 for the stable, which is entirely optional towards the academy.

[spoil]In the smithy you can research and improve weapons. Upgrading the smithy allows the research of better weapons and decreases the research time.

Maximum Level: 20

Requirements: Village Headquarters (Level 5), Barracks (Level 1)[/spoil]
