Failed Vote World-wide flag trading

In my experience trading flags on the tribe level is kinda dead, so why not make it a world-wide thing?

I get the idea, but rather it to be a setting to make it global and not to tribe, so you can still easy have internal trades when someone needs to borrow a good minting flag, or def flags to handle bigger OPs.
