...the queue for the smithy worked fine as long as you weren't already at 15/15. For example, I'm at 15/15, downgrade 1 or 2 things, I'm then unable to queue the upgrade.
That's standard smithy stuff, it doesn't acknowledge that you're not using that level of research until it is fully revoked. It even showed up like that before this upgrade, though you were unable to que before then...
