The Problems
1. At start up, 2 or more players who intend to co-play, each start a village. As nobles become available the players join the main account and have free villas to noble.
2. In the later stages, accounts merge to make mega co-played acounts. This is done both intentionally, and also sometimes an inexperienced player is tricked into giving up their villas with the promise of co-playing the large account.

In either situation, the account gets a massive advantage.

Proposal
On each world, an IP address can only be used on one account. E.g. If I start a village on world 127, then on that world I will not be able to delete(or get nobled) and then play on a different account.
Note that this does not stop co-playing, but it does reduce the possibility of running what can only be described as "Push accounts".

Benefits
For players this makes a more even playing field.
For Inno, It could well mean that more accounts are kept running, and so more PP income.

Issue

Shared IP addresses would need to be considered.

This idea is rejected because it's technically unfeasible.
