Acts of war in my opinion is breaking anything that was agreed in the terms of diplomatic relations. Outside of diplomatic relations, war for the sake of it.

You don't need an excuse to declare war, you can do it at any time. If you have agreed not to declare war on a tribe (NAP/Ally/unofficial agreement) then you can't, unless they violate the terms of your agreement. In my experience, it's best to just be really finickety and precise when it comes to all border disputes, that way if a violation is made (which it inevitably will be) you have the flexibility to do whatever you want.
