But can you see who repped other people? For example, if I rep Loney, can you then view his profile with your modship powers and see that I (specifically me, not just 'somebody') repped him?

I cannot do that. It's not listed on the person's profile, but rather their user control panel.

So then it is truly a way to anonymously break the rules by verbally abusing someone?

If they use language not allowed normally on the forum you could always raise a ticket a forum admin should be able to tell
