If you don't have enough troops to be comfortable scouting a neighbour, you most likely need a lot more troops.
If you are scared of attacking some due to their tribe retaliating, you are either still learning or #1. I wouldn't worry too much about his tribe, have a look at the players in it and see how bad they (most likely) are.

Never attack players that are active without scouting first, doing so is a good way to waste your farming power.

Is anyone else from that tribe in your church radius? Cause if not then i dont think you have much to worry about at this point in the game...

I meant it more in a sense the only threat that tribes pose to a single person is gangbanging.
