Inheritance reward item

I have a few questions about this:

• Can this be used when an academy is not yet built, but all the requirements for building it are met?
• Can this item be used on a world that uses gold coins?
• Would using it consume population? Or is "no cost" that clear?
• If used without it doing anything, will the item still be consumed?

I want to know this too. Why is this forum so bad that such a simple question can't even be answered.

* Yes, you can use the item when you have HQ at 20, smithy at 20 and market at 10
* Yes, at coin worlds, it will just build the academy instantly for you, and on package worlds it will either build a lvl 1 academy or it will increase it with 1 level
* It will consume the population, only the resources are "free"
* I think it will give an error if you try to use it when its not possible (not 100% sure)
