No it isn't but you need troops to defend with and potentially attack with, and scouts make it easier.

ye shouldn't be wastin yer resources on offense troops at this stage, thar ain't much o' a need ta compete fer farms. as fer defense, until someone makes cats, ye also have nay threats ta defend against.
but please, continue ta troop whore n' get even mo' behind in yer area, by time someone's ready ta noble, yer troop whorin at this stage would've set ye way behind.
