Someone could just get a cheap or free domain. There are plenty of them. After that it only takes a tiny bit of coding (which you could write yourself or get from the internet) to make it so that we could put the worm on there.

I have to make a website next year, though dought my teacher would pay for my domain just have a graphics worm placed there XD well he might, but duno if my grade would be any good.

I could technically host it on a domain I have (tribalwarstips.com) but I will speak to the other creators of the site about that. We might be able to use it I don't know. :)
