Do they basically have to have resources in the village to grow?
And what are the growing conditions?

Barbarian villages do not use or require resources in order to grow. The buildings picked for construction are random. They do, however, follow the same constraints as players in terms of building prerequisites; for example they cannot build a wall until they have a barracks.

Barbarian villages will not research tech levels in any tech system, however they will not downgrade tech levels either; so barbarian villages formerly owned by a player will keep their existing tech levels as-is.
