on w67 i started out as a first time duke in the core on k55. I ended up having a four tribe family tribe leading over 200 members. long story short i eventually brought it down to 1 tribe that until recently was rank 5 and was warring the rank 1 tribe. ~P~ is still their for now as i merged majority in to the rank 3 tribes as i don't have the time to lead especially in a big war.
Point im trying to get to is mass recruitment the way i did it as a first time duke can be changed. those dukes could learn their lessons and actually become pretty good dukes leading a powerful tribe's.
